Buy Order to Exchange

I am looking for a tool with which to place a purchase order which is higher than the current price.

As an an example.

Wallet Exchange: $ 100
Course NEO: 50 dollars

Order: Buy at $ 54

Does anyone have an idea how to do something like this?
