How can I extract `{±amount, feerate}` for all my payments?

Let’s say I wanted to extract {±amount, feerate} for all payments I’ve sent or received with my Bitcoin Core wallet. I would like to keep them in order, but slightly alter all resulting figures by up to 5% in either direction. How would I go about that?
