We say this based on the sideways action that has been happening since October 2021.

After the price peak, strong volatility developed and finally the price stabilized in a tight range.

Very low volume in a tight range = A breakout can happen anytime.

It can go either way but the bulls have the upper hand, technically, as prices are trading above the moving averages.
