An external review panel, led by retired Maj. Gen. Roni Numa, is set to report on the Israeli military’s handling of intelligence regarding Hamas’ “Jericho Wall” invasion plan, which was first flagged to Prime Minister Benjamin Netanyahu in 2018. This investigation, however, is limited to military officials and excludes political leaders. Significant findings revealed that Hamas had improved its artillery and drone capabilities in the year prior to the October 2023 attack, yet these were not recognized in real time. Despite simulation exercises by Hamas, senior officers largely perceived the “Jericho Wall” plan as a conceptual framework rather than an actionable invasion threat, leading to inadequate preparations for a possible assault.
